RICHARD STOGNER, the executive assistant to DeKalb's CEO and Board of Commissioners, has worked for four Atlanta mayors, the chairman of the Fulton County Commission and served as the deputy chief financial officer of the Atlanta Committee for the Olympic Games. Today, the 60-year-old Stogner is with DeKalb CEO Vernon Jones and the fact is, nobody knows more about local government process. Says Angelo Fuster, a longtime Atlanta politico: "He's open-minded on every type of idea, and doesn't stand too much on protocol, and he's as honest as the day is long." Says Stogner: "In this job, you get excited a lot and frustrated a lot, but you never get bored. Local government is where the rubber meets the road."
